On both the University circuit and the Open circuit, the permitted steps in Beginner and Novice categories are those listed in the British Dance Council (BDC) Rulebook. The current version (valid until December 2020) can be downloaded here.
The relevant section for Latin is Appendix 1, which begins at page 50 in the document.
The relevant section for Ballroom is Appendix 2, which begins at page 54 in the document.
For the Open circuit, dress rules are again listed in the British Dance Council Rulebook (see above). These rules apply to those dancing in the Beginner category; Novice and above are unrestricted. The relevant section is Appendix 4, which begins at page 60 in the document.
The University circuit is more restricted and rules can be found in the Inter Varsity Dance Association (IVDA) constitution, which can be downloaded here. The relevant section is Appendix A, which begins at page 19 in the document.
